Sign is laying on the ground between sidewalk and Compton Road, close to the intersection of Converse/Compton. I reported in December but cannot find it as an "issue", thus re-reporting.

During ice storm last month, sign was knocked down. Neither the metal pole or sign are damaged thus only need someone to dig hole and set the sign in place.

AT&T dug and installed fiber-optic cables in our neighborhood this summer. In doing so they cut several AT&T cables to homes on Converse. Cables currently run above ground in the curbs and sidewalk. I project problems when the Leaf Removal crews start sucking up leaves this fall and becoming entangled with fiber optic cable. Homeowners have tried to get AT&T out to lay cable underground to their homes. It's a mess.

When you can take a breath from Hurricane Matthew, please send crew to clean the sidewalk down St. Albans Drive. More trees have fallen onto the sidewalk and I and other have pushed them up the slope adjacent to the walkway. At some time in the future, dead trees and those bending over the sidewalk will need to be removed. After a heavy rainstorm, many trees lean and dip to 3 to 4 feet above sidewalk.

Hurricane debris has backed up behind the sewer line that crossed Big Branch Stream at address noted above. Stream is about 40% blocked. I know there have been worse problems to deal with so just put this in the system and get to it when you can. Thanks.

The property located at 4213 Quail Hollow Drive, Raleigh, NC 27609 is owned by the City of Raleigh Parks and Recreation Department. This lot serves as a flood plain for overflow from Coopers Pond located in Eastgate Park at 4200 Quail Hollow Drive. During heavy rain, run off from the pond travels through a culvert under Quail Hollow Drive, through a channel dug into the lot at 4213 Quail Hollow Drive and “T’s” into Big Branch Stream which washes south towards Hardimont Road, St. Albans Drive, the Beltline, and joins up with Crabtree Creek at the end of Hodges Street.

The issue is the “back-flash” of water that bounces back into the center of 4213 Quail Hollow Drive and does not flow off the property. Thus, the property is often a swamp-like plot of brackish water that serves as a breeding ground for mosquitos. I’ve spoken to the Chris Gant, owner of the property located at 4200 Converse Drive that serves at the top of the “T” whose stream-wall of Big Branch was improved under contract with the city to install large, rock-filled wire crates to prevent erosion of his bank. (May-June 2008 under contract with Storm Water Management of Raleigh, Mr. John D. Brubaker). Mr. Gant is concerned with the breeding ground for mosquitos directly behind his home, as am I, Frederick Sexton located at 4204 Converse Drive who is adjacent to his home.

Adding to this issue is the run-off of water from 4213 Quail Hollow Drive to the rental property located at 4301 Quail Hollow Drive. I’ve spoken to Mr. J.P. Zhang who owns 4301 Quail Hollow Drive and rents the structure to the City or County to serve as a ‘half-way’ house. Mr. Zhang’s property is continually muddy in the back yard due to run-off from 4213 Quail Hollow Drive.

It is my hope to have the City of Raleigh properly grade the property at 4213 Quail Hollow Drive to ensure water runs off into Big Branch and not back-up onto the property. Property grading will prevent flooding of Mr. Zhang’s property and ultimately reduce breeding of mosquitos.

Sewer pipe crossing Big Branch Creek at this address has collected storm debris from the stream and is obstructing over 60% of the waterway. Crews normally break up the obstruction by using long, metal poles to break up the log-jam. Obstruction is 5 by 5 feet wide and 3 feet in height.

From intersection of St. Albans Dr. and Hardimont Road to the Coastal Freedom Credit Union, the sidewalk is mostly occluded due to the elevated bank that drains limbs, leaves, dirt, rocks etc. onto the sidewalk. Two 75-foot sections of sideway are completely covered with debris. Blowing debris back up the bank will not fix the problem because it will just slide back down onto sidewalk during a storm.
