well,, while you were at the station observing this, did you talk to any Amtrak people about it? Did you show it to them? Amtrak has their own staff for this type of thing,, and this should be brought to their attention immediately.

State Street Station is completely unstaffed. All of the signage at the station is from Metro North, but calling them would have been futile because I believe they are only responsible for the tracks between Union Station and Grand Central. I don't have a smartphone and there is no wi-fi at the station or on the train. In retrospect I maybe could have asked the Shore Line East conductor if he had any idea who to call at Amtrak, but I probably would have been directed to an anti-terror police hotline.

The State St Station is completely unstaffed? That's not good. Contacting the MTA is a good idea,, or,, Union Station is not far away, and there are AMTRAK people there and equipment for checking and repairing stuff.
