Description

Illegal dumping/Blight..the empty lot at 23 Frederick has not been cleaned in years. People are constantly dumping their leaves and other debri in this lot and it continues to accumulate. A large limb has fallen there as well and has not been picked up. Is this lot owned by the city? Private owner? It needs attention.
