City of New haven Lighting Division please respond!

How long does it take to change a bulb? This light has been out for months and the intersection is dark and dangerous. LCI, public works.... Who is responsible for this?

Can anybody help? This intersection is dangerous at night and not only the light is off but the tree branches obstruct the blinking traffic light. Public Works this is a disaster ready to happen!!! Do we have to wait for somebody to get killed to do something?
