loud Construction vehicles and constant 'back up' beeping

Is there some sort of construction emergency ? Why are loud payloaders driving down Eld, with their very loud back up beepers going continuously? 12:00 am, 2:15 am...

Anyone know what is going on, and how to get it to stop?
