Is Harbour Close responsible for this public walk way? I heard it was an LCI issue. It has been in disrepair since hurricane Irene. Regarding the blocking of access...are you certain it is this condo complex blocking the access and not the city? They have been advised in the past by city officials that this is a public access pathway and cannot block it with a locked gate or fence.
Harbour Landing (aka Harbour Close) is responsible for the walkways around their property.
It is indeed an LCI issue as LCI is the city program responsible for making sure landlords maintain their properties. So LCI would issue a ticket and fine and get Harbour Landing to fix it. Note that LCI itself does not do any improvements -- they are an enforcement agency, not a construction company.
