    External lights on this building are left on all night long. After receiving a complaint from this community board, there was a brief period that the lights were turned off at night. Now they are back on again all night including additional lights over the balconies. It is so bright in my apartment that I am having trouble sleeping. Seems these lights can be timed to turn off after 9 pm

    Multiple times throughout the summer, the same group hosts outdoor parties/cookouts late into the night, often going from 8PM - 3AM. This occurs in a small alley/back area on the north side of 525 E 21st St. Because they have a large outdoor speaker and audio equipment, the music is very loud even with the windows shut. Both direct pleas to the group and 311 noise complaints have not remediated the recurring issue. Need Community Board assistance or other pressure on the building's management or superintendent.

    Almost every evening, weather permitting, residents on Newkirk Ave between Flatbush Ave and E 23rd St are blasting music either in front of their building or from a parked vehicle . The police department doesn't usually respond to noise complaints filed around 8 or 9 pm until midnight or much later. The noise and the music from Newkirk can be heard and the base can be felt at my home on Stephens Ct. This evening, I filed a noise complaint # C1-1-1588920771 at 7:32 pm and received an unusually prompt response at 8:47 pm stating that "The Police Department responded to the complaint and with the information available observed no evidence of the violation at that time". This is not true. The music did not stop nor was it lowered. I tried to contact the 67th precinct at (718) 287-3211, but the operator does not pick up the phone. I am not sure what to do, because clearly the police department appears to be ignoring this quality of life issue. And generally, the police patrolling this area do not engage the residents regarding noise unless a complaint has been filed, even though their behavior is in clear violation of the NYC Noise Code.     A white Ford van without plates is constantly being parked overnight at a fire hydrant in front of 27 Stephens Ct and is not being moved for street cleaning. However, the vehicle is occasionally moved and parked at different locations on the block. Traffic enforcement officers do not ticket the vehicle since it doesn't have plates and do not report the vehicle to sanitation. I have filed an abandoned vehicle without plates with 311 (311 Service Request Confirmation #: C1-1-1477516201). Thanks.

    2313 Newkirk Ave Brooklyn, NY, 11226, USA - City Council District 40
    A group of people have been blasting music on the sidewalk in front their building through a large speaker. This was going on all day yesterday until about 2 in the morning along with setting off fireworks around midnight. The issue is that every time a noise complaint is filed, the responding officers close it because they don't see any signs of a violation. But, the speaker is in plain sight right in front of the building and all they do is turn the music off when they see a patrol car approaching and then turn it right back on as soon as the car leaves. The last complaint that was filed is #311-07052333. Please advise. Thank you.

    4 a.m. A guy is parking his scooter on the sidewalk, chatting with another guy loudly, drives off, comes back -- seems drunk - drives wobbly. Won't leave. No working security lights. Please fix/upgrade what's there. This is an ongoing problem with this stretch of sidewalk- apartment dwellers from across the street frequently congregate late in the night talking and laughing and kids playing with garbage there.

    Rescue the Perishing church at 1260 Flatbush has multiple members double parking their cars for hours , not just a few minutes to hop in and pick something up, and do this every Sunday now- between Newkirk and Stephens Court - the entire block. It is a traffic hazard and dangerous for those trying to turn the corner - their cars stick out into the crosswalk and we cannot see to get around the corner.

    When the weather permits, everyday from early in the morning until the evening, a group of people who don't live on the block congregate and sit right next to 2328 Newkirk in front of a vacant storefront. They blast music, talk loudly, and argue, to the point you have to close your windows to get some peace and quiet, or you can have to put on your A/C. Oftentimes, they move across the street to the vacant storefront near 2323 Newkirk. On weekends, another even worse crowd takes over. Two Sundays ago, in front of the vacant storefront next to 2323, they set up for a barbecue in the wee hours. The next morning, the place was trashed: There were bottles of water, food, and trash everywhere! They left the portable grill behind as well. What interrupted the barbecue was a shoot-out. Why do we have to live like this? Isn't there anything that can be done to get these noisemaking and disruptive strangers off the front of our block?

    From around 7 pm to 1 a.m. every single night, the music blasting from this bar keeps everyone in the surrounding residential buildings up! I feel especially sorry for the people who live right over the bar! The bass is horrific! It sounds like a thunder! We have a noise code! Why isn't it being enforced?!

    Community requests the DOT to install speed bumps on East 18th street between Newkirk and Foster Avenues. A large daycare is situated at this location and additional pedestrian and car passenger safety measures are urgently needed.
