    Significant construction has been underway for a week or more. Public database of permits shows nothing for this activity.
    It may be that the operator of Four Star liquor market across the street still controls this property, by ownership or lease. About ten years ago he made an illegal arrangement with a man who began to modify the interior with a scheme to open an illegal all-night club. Fortunately, this venture was nipped in the bud.
    On Oct. 15 a complaint was filed about the graffiti on the rollup doors. Note that although construction is underway, the graffiti remains as of the time of this photo, Oct. 20, 2023.
    The modification of the curb visible in the photograph was made some years ago, without a permit.

    Tarp-covered vehicle also had or has foam, per slight bit visible on other side.
    In addition to parking violations, also qualifies as blight and illegal vehicle repair on the street.
    Vehicles have not moved since some time prior to April 12, 2023.

    Several bicycle tires and wheels cable-tied together - likely dumped by a thief. Large television screen, perhaps dumped by someone who simply has no respect for the neighborhood. Two black garbage bags that your faithful reporter declined to examine, not having gloves and a surgical mask at hand.

    Motor home with blocks at all tires, garbage piled on curb, no front plate, rear plate 3NZY177 has 2015 expired registration tag. It has 23 parking citations outstanding issued at a dozen different addresses, currently owing more than $1,500. The motorhome has been at this location two to three months.
    Also parked in front of the motorhome is a white Nissan GXE , paper plate 4XCN976 has a 2021 expiration date on it. Interior is torn apart and ransacked.
    Please tow both vehicles, as permitted because registrations are more than six months expired.

    Anti-environmental trash accumulates at 3001 38th Ave. on the Penniman Ave. side of the building. Sofa brought in March 16 or earlier, probably by the drug crowd who loiter there for hours every day. Then the sofa attracted dumping of the TV and loudspeakers and who knows what next. Please remove promptly.

    Silver Honda Odyssey SUV 7NXK336 arrived IFO 3912 Penniman Ave. the evening of July 9 and has not moved since. Its alarm is defective and has gone 80 blasts for several minutes before it stops. This has happened at 3 a.m. at night. A note was left on the windshield, taken by someone a few days later, but no remedial action. Please tow this nuisance vehicle.

    Yellow 2002 Mustang with missing front bumper, dangling front bar, broken off passenger-side mirror. A July sticker has been slapped over the April sticker on the rear license plate. It is clearly legally inoperable and qualifies for immediate towing. The vehicle was issued a citation on March 5 for parking on the sidewalk at 3150 High St.. The vehicle now sits three blocks away in an apparent attempt to hide it.

    Overstuffed, rain-soaked chair and ottoman have been on the Penniman Ave. sidewalk at 38th Ave. since last year. Note liquor bottles left by the loiterers who also sell and enjoy drugs here every day. Please remove the stuffed furniture before a tear lets the innards, which are likely urethane or other noxious foam, spill out.
