Code and Blight enforcement 51-238-3381. They are slow. Its takes up to week for an inspector to go out. They then have to give the property owners 30 days to respond not fix the problems. Complain about all the things going on not just the toxic oil spill. If you nothing happening after 6 week call back, the more concerned neighbors that complain the better.
