423 Tinkerbell has persistent water almost year round. Mud accumulates, mosquitoes breed, and polluted water harms the local wildlife.

I have called this to the attention of the Town of Chapel Hill to no avail. A Town worked assured me several years ago that it would be taken care of.

Yet nothing has been done to mitigate this "nuisance". When it rains hard, flooding creates a moat of up to six feet of water in front of my driveway. Leaf blockage this winter caused flooding at the nearby intersection. A Town worker literally spread huge piles of leaves all along the front of my property, ostensibly to mitigate the flooding effect. The Town never came back to clean these leaves and debris from my yard. It eventually destroyed my grass in the places where there were piles. Note, these were not leaves from trees in my yard, but from houses further up the street--which flowed toward this stopping point at the corner of Tinkerbell.

This constant problem is well documented and unacceptable. The Town continues to neglect its duty to mitigate stormwater runoff and the deleterious effects of not having any way to drain accumulating water and debris on Tinkerbell. By definition this is a nuisance in the legal sense. As summer is upon us, the mosquitoes have returned. Please address this asap.
