Right now, no, there's not much to be done. The Globe Direct people (the red bags in your photo) are being unresponsive. I'm copying here the City Manager's response to a nearly identical submission:

"Thanks for the report. Yes, this is a constant problem. We are down there regularly cleaning, and will continue to do so. We are also creating a new trash and cleaning program and will attempt to hold landlords accountable. In terms of the Globe ads, I have personally called three times and received no assistance from them. Therefore, we are adopting a new ordinance regarding sales circulars and will then begin fining them for every violation."

They are over the place and tenats and landlords leave them just where they landed etc. Chestnut street is very bad..

The Boston globe asked me if I wanted to receive these. I guess a no answer made no difference. They are under new ownership now and maybe someone has to contact John Henry or John Sheehan .

I will call the Globe's community rep and anyone else I can get a hold of.

Melissa, let me know if you have any success. We've had a good 10 posts here on SCF all about the same thing. It shows what an important issue it is to us Chelsea residents. In the meantime, I will close this issue with the same answer the City Manager gave on previous posts:
