Right now, no, there's not much to be done. The Globe Direct people (the red bags in your photo) are being unresponsive. I'm copying here the City Manager's response to a nearly identical submission:
From City Manager Jay Ash regarding the original post:
"Thanks for the report. Yes, this is a constant problem. We are down there regularly cleaning, and will continue to do so. We are also creating a new trash and cleaning program and will attempt to hold landlords accountable. In terms of the Globe ads, I have personally called three times and received no assistance from them. Therefore, we are adopting a new ordinance regarding sales circulars and will then begin fining them for every violation."
