Due to the fact that every time we replace a wire basket it gets stolen and the wire baskets are $125.00 for one. The green Victorian style street receptacles are purchased by the neighborhood civic associations from the vendor at a cost of $800.00. The city will only install this receptacle for a cost of $400.00 which is a total cost of $1200.00 from the association. Please refer to the ordinance concerning commercial establishments as it refers to litter and debris generated by businesses.

Sec. 86-82. Use of public receptacles by commercial establishments.

It shall be unlawful for any person operating any commercial establishment or for any employee, servant or agent of any such person to place or deposit refuse, rubbish or waste material, accumulated in or emanating from such commercial establishment, in any trash basket or refuse receptacle maintained by the city upon any public street or sidewalk.

City of Richmond: enough citizens want this that DPW, GRTC, or the appropriate agency needs to include a heavy trash can here in its budget. Please refer this higher up or the neighbor vitriol is going to go up. Candidly, the heavy trash cans need to be part of the City's infrastructure budget for much of downtown, Church Hill, Church Hill parks as these areas flesh out pursuant to the City's own master plan. This is part of what the City's own policies cost! City Services must follow the population!

Is this not why we pay taxes? Replace the trash, this is absurd.

This bus stop needs a trash can. I am assuming that the commercial establishment reference in the city's response is referring to the Blue Wheeler. The bus stop is on the the opposite end of the block from the Blue Wheeler so it is not fair or appropriate for the city to blame the trash on the Wheeler. The Wheeler has its own trash cans. I have never seen any of their employees throw trash around the bus stop in question and can't imagine why they would do such a thing (they have about 6 of their own trash cans). People dump their trash at this spot before they get on the bus or while they sit on the bench. A trashcan is needed. If someone steals the trashcan the city staff needs to report the crime to the police, but the city staff can't just shrug their shoulders and refuse to provide a basic city service and then accuse a local business of illegal activity to justify their inaction.

Your concern has been received and forwarded to the Department of Public Works so that proper inspection and handling can take place accordingly.

The trash at the bus stop at E. Marshall St. And N. 31st Street remains a problem. As you can see in the picture trash is being piled up along and on the fences behind the bus stop. This bus stop needs a trash can immediately.

I don't understand the difficulty in getting a trash can placed here.

3/18/2014 - Service Review: Thanking you all so much for your communication with Richmond City government online. Please understand that Richmond Solid Waste Mgmt has discontinued the practice of setting trash cans on sidewalks because of the high volumes of thefts that have been occurring the past few years when these cans are placed out. With that being said, you may have better chances on a placement of a Bus Stop trash can from GRTC instead. GRTC normally places benches, structures, and trash cans at bus stops in Richmond Virginia. Please follow through with GRTC on this matter and make requests directly with GRTC.

So let me try to wrap my head around the Richmond City logic here:
Crack heads steal metal trash cans that are placed around the city and take them to the scrap yard for cash...1) thus the scrap yard must KNOW when they see a City Owned Can. 2) The crack heads take the metal trash cans because they are not bolted down down, chained down, and are easily lifted and carted away,
3) so... Richmond City's response is NOT to place heavy concrete cans like we have in other capitols... Not to chain or bolt down a steal can.. Not to have the bus drivers report missing cans when they drive by... But to tell the Citizens that we have to pay $1200 for a City approved can??
This is repulsively stupid.

Way to mass punish the people for what a crack head steals.
