If it is that much of an issue why not knock on the door and ask them nicely to move the truck/car. If i have a problem with a neighbor i deal with it and everything usually works out But if not thats when we are supposed to complain about it. As i have been there and they were just parked on the curve NOT in the intersection
All my neighbours have tried to convince this property owner that what he does is unsafe and illegal. He and his friends deliberately park on the corner, which is an intersection of 154 st and 95 ave.

95% of your issues deal with this corner and clearly you are not getting any satisfaction. Im thinking about the unruly mother and son townhome owners who frustrated their strata owners for years and finally ended up in the supreme court and finaly forced to sell. Do you have time and patience for that.Perhaps try another approach a neighbourhood pettion for signage.
