  The broken conduit is from an unused interconnect cable that used to keep this and the next two signals north synchronized with each other. It worked 30+ years ago. Sometime in the way past (separately) these three controllers failed and were replaced with units that did not need the cable to maintain timing relationships with their neighbors. The cable was removed to avoid having to continue to maintain it. The figure-8 cable in the picture is deenergized and not connected to anything, so it poses no electrical hazard. If we ever want to connect this signal to some sort of central control, say over a fiber link, the conduit and cable stub remain a good way to pull a new wire into the control cabinet, so for now it makes sense to leave as-is. The conduit, even though broken, serves as a means to physically protect the one next to it (which is being used) and thus helps in the overall present situation. If the wood pole is ever replaced it would make sense at that time to do some excavation and replace and upgrade both conduits. The Department of Public Works has resolved this request.   It's a really eye sore and it's disappointing that the city thinks it's appropriate to leave public infrastructure looking in such a dilapidated state.

  The lengthy response was to explain what it was, why it was, why it is okay for now (short-term), and assure that it is not a hazard. We cannot keep all things in perfect shape at all times. We have to choose when and where to make upgrades using efficient, synergistic opportunities to share work when they arise. This is being reclassified as a long term improvement request.
