Description
This car has been here since April and has not moved .There is a man living in it. It's taking up a valuable parking spot for people who live on Proctor ,down town business's and surrounding neighbors. I believe a vehicle cannot stay more that 72 hrs and not move from a city lot/ spot without being in violation .
