Yes the Burlington Police Department has community service officers. If you call 658-2700 they can provide information.
If the skunk ran away the police are not going to respond. If the skunk is still in the area and sick or injured they will evaluate the situation if you tell them the exact location.
I checked this afternoon with the Burlington Police and they report they received no calls for animal control. We presume this issue was therefore resolved. Issue closed.

Could the City please clarify for us on Front Porch Forum so people know who to call?
Thanks to the person who so kindly helped out that skunk with her head in a can. Charlie Auer says the way to avoid getting sprayed is to scoop the skunk up by the hind feet. ????
