Thank you for reporting an issue to the City of Jersey City. We will investigate.
Information about caterpillar infestation:
As the fall webworms larvae hatch they feed on the leaves and spin a silken web around the leaves and ultimately the branch. As noted by the US Department of Agriculture and several accredited Universities the webworms defoliate the leaves and create unpleasing tents; however, this is not harmful to healthy trees. It is merely aesthetically unpleasing and population control need not be attempted as deciduous trees can recover from substantial defoliation.
Other options or "at home remedies" are breaking open the silken tents so that natural predators such as birds can attack the webworms and reduce the population. Also, you can purchase at Home depot or other garden stores Neem oil or several organic sprays containing (bacillus thuringiensis) which is a natural biological pesticide. Finally, heavily affected branches can be pruned away from tree; however, this is not generally recommended as healthy trees can recover from this defoliation. As far as a long term solution it is extremely difficult to manage widespread insect populations. Treating the branches as soon as the infestation begins in the summer will reduce the overall population and damage to trees.
Please let me know if you have any more questions or require any additional information.
