As Per Engineering, This appears to be from a Private installed light from the Lamp Post Bar and Grill. It is the owner's responsibility to have this resolved. This will be sent to Housing Code Enforcement to send a inspector.

As the Lamp Post has been closed for several years, will the responsibility be on the owner of the property?

It appears to be the new owner's Responsibility since sidewalks are maintained by the owner.
