These palm fronds are not the result of illegal dumping, rather the result of storms that blow them through the neighborhood. In the many, many years I've lived here, some responsible neighbor (neighbors?) gather them from the street and put them on the curb to be picked up. As much as we love the palm trees lining 9th Avenue they do come down.

Yes you are correct, it is not illegal dumping, but that is the category that the City has asked us to use when reporting fallen fronds for pickup.
