The signal is still under construction by the contractor as part of the new housing development. As the contractor is modifying the roadway and signal operations, the original detectors in the road were disconnected and/or torn out from the road. Therefore, many movements cannot be detected and cannot function dynamically with traffic. So each movement is given a maximum time based on traffic forecasting.
Currently, the detectors on Seawell school are installed and functioning. However, the loops along Homestead are not in place nor functioning. Therefore, Homestead is programmed for 70 seconds of green time before serving Seawell School Rd. By default, the signal will stay green on Homestead Rd if no traffic is detected on Seawell School Rd.
As a reminder, a vehicle must stay behind the solid white stopline in order to trigger a green light on Seawell School Rd. Passing the solid white stopline will result in no detection and remain green on Homestead Rd until another vehicle is behind the stopline. The location of the stopline was relocated from the original intersection, so the detectors are further back from the intersection. Please be advised where the new location to stop is.
The Town will send signal technicians to the intersection next week to review operations and equipment.
This evening on the NB LT from Seawell to Homestead, I waited over 3 minutes behind the line. Three cycles of the protected RT from seawell onto Homestead before a LT green.
While the bike loop does detect traffic and lock on a call, it does not have surface area to truly catch traffic.
During school hours, the green on Seawell School Rd is set to the maximum, and the minimum all other hours. The maximum wait on Seawell School Rd should be up to 1 minute at most.
