Once again 229 Garfield is renovating/constructing the illegal basement apartment to go along with the illegal attic apartment , the backyard is currently filled with garbage from the work being performed , no permits on file in SDL. This are of JC has seen a large amount of home sales , the new owners are buying as investment properties and not for their home living , therefore trying to maximize their investments

These illegal apartments bring more vehicles to the neighborhood that need parking in an already tough parking area
