I think that the highway patrol or tow trucks bring disabled vehicles here on purpose. It is a relatively safe place to do so- much better than the side of a busy freeway. I am fine with this since it seems to serve a purpose for everyone. The individual vehicles appear to get retrieved rather quickly.
