Public Works Director assigned this issue to Alan Graham

We’ve just moved to the area so aren’t familiar with too many beach laws. What is the reason for raking the beach? And what do the little hatchling trails look like?
Also, there have been road closed signs outside the Four Seasons but I couldn’t see why it was closed and people were still coming in and out of there. Any information on why that might be closed off - lots of bikes were riding the walking path because of it?
