This problem has already been turned over to Ed Montanari, Councilperson. It is a very sensitive problem. The alley is a part of the resident's property and makes the alley private. Unfortunately, a resident has fenced in her part of the alley so the alley cannot be used for other people. The remaining residents are trying to figure out a solution so no one else will fence off that could keep alley completely blocked.

See City Code 26-137 which states in part: "No person shall stop, stand or park within an alley in such a position as to block the driveway or entrance to any abutting property". The alley is to be kept free for residents and utility and emergency vehicles.

This is a millings easement behind this address with other portions being Right of way - CSR did not note any potholes at this location.

The utility easement and right of way easement is on the south side of this alley. The actual alley belongs to the resident...who is being ornery and wants to block our access. It has been an alley for over 50 years. We want to prevent anyone else blocking the alley access. I feel since the city has maintained the alley off and on over the years they should continue to maintain it, at least for the sake of utility and emergency trucks. We have paid taxes on it and we take care of the right of way between the sidewalk and the curb.

The city graded and filled the entire alley a few months ago to alleviate yard flooding. Only a portion of the alley is private.
