Realty signs have their own rules in the City code. you can look at city code on the website, wirapids.org.

Thank you for your report of long grass / weeds. The issue has been taken care of and we will watch for any further violations. We have closed this issue.

Only thing I found was "Setbacks.
All ground signs shall be setback a minimum of 5 feet from any
property line." so to me that means no boulevards.

City code 46.51(b) governs realty signs. Because it does not mention a set back for these signs it has been interpreted to mean that they can be in the right of way. This interpretation comes from the courts and attorneys, not code enforcement.
