Illegal encampments in Chinese Garden park vagrants, street zombies and various transits most are in various states mental dementia 5150, 5151 and 5152 they are a danger to themselves and the general public. They leaving bio hazards (feces, urine, vomit and syringes) all over the place along with large amounts of garbage. Is this really part of the plan to help these folk.
