I believe in the same block there are children loitering with Hookahs, riding their bicycles around cars trying to drive the roads and smoking drugs. They throw garbage on the grounds and cause a disturbance to the area.

I have made over 30 service calls with JCPD. No resolution.

I am more concerned about tripping hazard their rubbish represents to pedestrians traffic.
