I drive past this numerous times a day. I'm sure the homeowners will use the equipment as an excuse, but honestly they could make some kind of an attempt. This has been untouched for 2 months. Why hasn't the city done something about it? If the homeowners refuse to cut it then the city needs to and charge the homeowners.
