This camper and white car showed up a few weeks ago. Suddenly they are a fixture on this block. A couple of guys are often out with the hood up on the camper, etc. There has been increased trash on the block and just general loitering. I don't know what the story is. I wondered if the truck-topper full of trash just behind where they're parked was somehow associated.
