  Please consider leaving a note on the car’s windshield as a friendly reminder. The issue would be resolved much more quickly and without such drastic and costly measures (i.e., towing) for a simple infraction. Nobody is perfect.

  It is a “simple infraction” when the city has limited resources to investigate the number of complaints they receive (oh, I don’t know... say, murder, domestic abuse, speeding near middle/high school crosswalks, drug activity). You are free to report your issue (as you’ve just done), but simple communication with the violator would’ve eased your concerns a lot quicker. I’m not sure how you can classify a neighborhood squabble over parking as anything more than a “simple infraction.”
