It looks like city code requires that mailboxes conform to USPS standards which seem to state 6"-8" do you know who I should contact with USPS to look at this and can you confirm that city code section 18 does not actually allow city to do anything about mailboxes that block or intrude on right of way. From the code:
(d) All mailboxes constructed in the street right-of-way must conform to United States Postal Service standards and must not be constructed so as to be a fixed-object hazard to vehicles.

We conducted a site visit this afternoon and we have concluded that these mailboxes do not encroach the pavement. If they did the postal truck would have had an issue getting past them without hitting them.
