I know it's from a previous tenant that
moved to nyc. A bike locked to a street sign has been there for a year now.

That sounds like a great idea, but please ensure you have the right level of authority to cut the lock. Someone might misinterpret your honorable intentions as an attempted theft. I'm totally cool with it; however, there could be other citizens who believe otherwise.
