Code enforcement car driving by recycling bins left out for weeks while neighbors are left to pick up flying recycling left by residents renting from the housing complex.

That is NOT a Code Enforcement car. The city does NOT have Code Enforcement cars.

What are the consequences for leaving bins on the greenbelt while the trash in them flies and lands all over the street?

What is the consequence for leaving bins on the greenbelt for weeks? And letting this pattern continue over and over?

Recycling was picked up on Tuesday. Brooke’s Ave #33 still has large recycling container on its side with lid open on green belt. On drive to work today down Willard, south Union, ledge no bins are in sight. This issue was closed. But it is indeed still happening. Over and over and over again.

Not sure how this issued is categorized as closed when it is reoccurring. Walked around our neighborhood and these are the only bins on the greenbelt.

new renters same problem. renters are able to pay their rent...but can't remember (or do not know) the BTV scheduled days for their garbage and recycling...and let's not even start talking about bringing the containers back up to the house and off the greenbelt. #finethelandlords #moneytalks

New tenants mean new education that I am willing to do. Unlike others. Some people do appreciate conversations and what is supposed to happen and when. Assumptions don’t work.

Assumptions by whom? Where do you live? Do you have neighbors/renters leaving their belongings out on the green belt year after year, week after week? If you are happy to talk with these people year after year or after each time they leave their garbage, recycling, and furniture great! But that does not help the neighbors that and residents that live there, pay their taxes, and have their children walk by garbage. That does not help the resident or neighbor trying to sell their house and the potential buyers being put off by garbage on the greenbelt. #qualityoflife

SCF needs a reoccurring classification bc this issue is not closed.

I do not want to “assume” anything. But you might need to reteach these new renters on Brookes Ave that garbage is on Monday and recycling is on Tuesday. Today is Wednesday. You might need to start with the basics. Like days of the week?

I don’t want to assume. But I would think recycling and garbage containers would be brought in EOD for their respective pick up days? Or perhaps you are cool with coming by every week and putting these bins and leftover items behind their houses for them? All other bins are off the green belt except for this rental unit...and the rental unit across from 30...Should we assume those new renters would like to converse with you and take your crash course in garbage/recycling handling with a bonus section on days of the week for beginners?

Found no recycling otters. Two trash receptacles. Did speak with the people that live there about your concerns for their safety. They all were very appreciative of our discussions.

Thank you. I appreciate your willingness to continue these conversations. I assume they will be happening often. And will post every time I see receptacles of the recycling or trash nature left out. To reiterate this is a quality of life issue, safety issue, and a common decency issue. Being part of a community and respecting that community. Again I suggest a different solution to reoccurring issues.

SeeClickFix is a geography based system and our city database breaks the geography into parcels. We are not treating all property owners on Brookes Avenue as violators so we will not be categorizing all of Brookes Avenue as in violation as the initial complaint from February suggests.

City staff report these types of issues based on individual properties. Those individual property owners are the people who receive warning notice and municipal tickets when violations are not resolved within the time set for compliance. If the entire street and every property had a violation, we would send the same notice to every property owner and classify “Brookes Avenue” as the property with the violation.
There are 33 properties on Brookes Avenue. In this case on Thursday at mid-day I noted that only 3 properties on Brookes Avenue had a recycling bin in front of them. Two were rentals and one was an owner occupied home.

One of the valuable features that SeeClickFix provides is an easy to use staff tool for data export. The data is most valuable when staff can confirm the accuracy.

This issue which has been re-opened multiple times with different properties cited in the comments. For reporting purposes this shows up in a data report as one report. That is misleading data because it seems clear that you intended to make multiple reports about at least 5 different properties from what I saw.

I do intend to close this complaint of a general malaise on Brookes avenue as it is too vague and skews the data about the severity of the problem. While you can re-open it if you demand to, please recognize that we track nuisance properties individually not as entire street. Generally speaking I would say Brookes Avenue is one of the nicest streets in the City.

Your city councilors were briefed on the recycling plan that Code Enforcement has for this rental season. I presented it to the City Council in May at their work group hearing my budget proposal for Fiscal Year 2019. I laid out the process we intend to use to help the Department of Public Works with their recycling program. I will recap that plan in case you want to talk to your councilor to express your concerns to them. The council seemed to agree with me that it was a reasonable plan.

The Code Enforcement staff toured the Recycling facility known as the MRF (Materials Recovery Facility) in early May 2018. We analyzed their process along with the routine recycling problems we find to evaluate a better way to educate property owners and tenants on proper recycling. We conducted an initial survey of key streets to establish a baseline of data. That survey was a daily check of every property on the list of 7 streets for one a one-week period. We are working with our associates at the University of Vermont who agreed to assist us with creating the educational materials based on the most frequent problems we found. Our educational efforts will be evaluated and then a directed enforcement period will begin daily on the survey streets. We will again evaluate the effectiveness of those efforts and report back to the Mayor and City Council.

While the Department of Public Works staff is responsible for the recycling program, we intend to help them be more effective through our joint efforts. We had success when we partnered with the Police Department after Ward 1 residents reported that noise complaints were their #1 cause of neighborhood concern just a few years ago. Noise complaints were reduced dramatically with the partnership of UVM, BPD and Code. I expect to have similar success with this effort but we are still in the early stages.

Please share your concerns with the Mayor and your City Councilors if you feel I am on the wrong track.

I have never seen the report you worked on for the city council nor have I seen anything on SCF (app or website) that indicates specific instructions or outcomes or what the processes involved with SCF are. I would think if you are collecting data in a certain way it might help the survey as well as the user if instructions and/or info was on the SCF site or app. Happy to review those if you forward a link. The recycling/garbage bin issue is recurring. Reporting over and over again is frustrating as a user of this app. Especially when it continues year after year. Without seeing any results. And knowing new renters will be adding to the problem. Therefore adding to the same issue from February shows the issue as reoccurring.

Bill, Wanted to check what I said-and visited the SCF site-and there is absolutely no information about the process, how SCF works, special notices and zero about the survey in your comment here on SCF. As well as being a resident of Brookes within the testing area I am completely unaware of this data collection survey being done. Or have been completed (there is no date on the attached image).

The process of what happens after an issue is made, as well as if the issue has been made several times what the consequence is if any so a resident or SCF user can know what next steps they need to do if any. I have asked about consequences for reoccurring issues as well as what the process is many times. It seems like a link to the city site where some of this info might be or a page on this site list FAQ's could only be helpful. Info about how to use the site would be in both the user and the cities interest. I actually did speak with the Mayor's assistant months ago and they never reconnected.

Brookes may be one of the nicer streets that's great! Let's keep it that way. Now that I see you need the issues to be reported each and every time I will report as I see them.
