R. The light sequence on Grove Street at the 16th Street Intersection and 14th Street Intersections are not working properly. They skip red lights, the green light at 14th Street is very quick, only allows 2 cars through. This is problematic at rush hours because Grove Street backs up and people cant get anywhere.
