Beechnut west if Beltway 8 is in terrible shape and has been for years. The road between Wilcrest and Kirkwood is in particularly bad shape. Can anything be done?

I ruined a tire because of a pothole on Beechnut west of Boone Rd.
I understand that the segment between Wilcrest and Kirkwood is scheduled to be repaired starting March-2013. Even though it should be from the Beltway west to Kirkwood at a minimum.
