Description
Transients are parked in motor home on the street with pit bull outside of vehicle barking at workers walking into work. Also Transients in tent across from motor home in Union Pacific area has pit bull and workers feel uneasy walking by when dog is out. There are rats in a homeless encampment that are multiplying as is the encampment and there are smells coming from the area. The trash in the area is bad from them leaving it all over the area. The area is next to BART in front of U.P. railroad on 5th st.
