There is some sort of random fluid behind Broken English restaurant at wells & Schiller. It looks like it is leaking out of the alley area, onto the sidewalk and in front of the Schiller place gate.

I appreciate your attention to this matter. I believe the root of the problem is the downspout that shoots out toward the sidewalk. Is this how the downspout is supposed to be set-up? Please let
Me know how to share an additional photo. It leaves a mess on the sidewalk & this could pose a hazard for tripping, bugs/critters & freezing in the winter.
