Why is it that locals pay for seasonal parking and can't get near the beaches without having to find a place to pay n park yet again. Overflow parking area should be reserved for parking permit cars only

Both parking lots at Pine Point Beach, including the overflow lot, follow the same rule: Parking is offered on a first-come, first-served basis, regardless of parking passes. We do not open the overflow lot until the main parking lot has been filled. For both lots, we accept the seasonal passes but also accept the $10 rate for daily parking per vehicle. The seasonal pass does not guarantee a parking spot -- it only reduces the rate of parking for a vehicle down to one seasonal rate. On nicer days, it is not unheard of to have the lots full pretty early on in the day.
