I would like if someone could come out and validate my claim and see that there is very little stone content in the roadway, it's mostly just lime powder so whenever it rains the road becomes very muddy and ruts/potholes very easily. The road graders did an excellent job last month cutting back some of the high shoulders allowing the rain water to better run off. However after each rain the road deteriorates very quickly with little travel. I am asking that it be considered to have a layer of just stone laid over the road to help it hold together better and make the road surface better in between scheduled gradings. Thank you!

A. Just a request that if it's possible to have stone spread down at least the middle of the road, there's very little stone content and when it rains the road turns into pure mud.

Willow Rd in this area is considered a local unpaved (soft surface) road. With that comes a different type of funding available versus a primary paved (hard surface) road. A local road can only be maintained by the road commission. Any upgrades must be funded at least 50% or more by an entity other than the road commission. Upgrades can be anything from a limestone lift to ditching. Usually we partner with the townships to get this work done. Unfortunately York township has more than 28 miles of this type of road and in working on about 2 miles a year, this equates to about 14 years before all of the roads are touched. A 6" limestone lift lasts no more than 8-10 years due to loss of material by dust, mud, rainfall, and/or scraping (snow/roughness). Therefore a road may return to its original status long before it can be upgraded again. There have been no plans at this point for Willow Rd other than routine maintenance.
