Not sure what the problem is.

Feeding pigeons is prohibited by ordinance §281-7.3 "No person shall feed in any public park or on any other property owned or operated by the City of Jersey City, any wildlife." This includes streets. Additionally, the feeding might constitute a health nuisance even if done on private property. We will dispatch an officer to this location to attempt to observe the offense and contact the person reported.

This is a problem in many areas of the city.
