Description
This is 95 south getting on the highway brand new area that was just redone by the park that needs a very or put up because we have people illegally parking there and destroying the area as well as once we get better weather we're going to have people parking there to go to the park and it's going to be a fiasco trying to get on and off the highways people backing out there's going to be accidents Galore because this is not a parking lot or a parking space so we need to get this fixed sooner than later

There is absolutely no open field in the area. The complainant should use actual street address or coordinates derived from a phone app (like Where Am I now? by MFluid Mobile Apps) and copy the actual map coordinates and text them to whomever.
Further, an open filed is not against the law - there is no particular law requiring all property be fenced in. Also, all property is owned by someone - a person, a city, a state, a company, etc. If the owner has no complaints about someone parking on their PRIVATE property where does some passer by come up with the notion that they have some right to say who parks where on private property? City or State owned property is also considered private property. Unless otherwise posted by signs disallowing trespassers a person and their vehicle can pull up onto any property they want and then it is up to the property owner to disallow it by coming out and saying - "Get off my property!" But you, just driving past or walking past an open field think you have some high and mighty right to say who does what on property you don't own then you've got another thing coming!
There are rules and regulations on accessing a street from private property. Perhaps this is the way you should approach this problem rather than saying who can park on private property. Additionally, there are exceptions made for distressed vehicles that have breakdowns and they are allowed to pull off the road to not interfere with the flow of traffic. All of this has to be analyzed by a law enforcement official.
I just want to say that I don't own the property in question, but if you have a legitimate problem the first thing you should do is get to explain EXACTLY where this property is FIRST!

I copied the link as best I could from my browser of Google Maps for the intersection of Kimberley Avenue and Ella Grasso Blvd. I apologize for my inadequate cut+paste job. Nonetheless, the intersection can be Googled and a Street View seen of the intersection. I have personally passed by that intersection many times and I have failed to see what was described and shown in the complaining picture because of lack of visual adjoining reference points in the picture itself and lack of pin-point location that can be easily copied into an online map program like Google Maps or MapQuest and then further examined and analyzed.
Getting a specific location to pin-point accuracy has always been a problem so over a two thousand (2000) years ago latitude and longitude were implemented to pinpoint locations. People are welcome to use vague language and vague pictures to express their concerns so they should not be surprised when their concerns are vaguely set aside as incoherent ramblings.
I personally, do believe a genuine issue exists in the original complaint and that 2 things should be done. 1) An exact location pinned down and 2) a legal look of just what the law allows and disallows. These days we have laws about everything and I am sure they may be a law that talks about entrance and departure from private property onto a State road or onto a City Street much more so than who can park where on private property.
