The current light sequence works, but if you're the only car turning left and pull out into the intersection while the straight-through lanes have the green light, the green arrow will never get triggered.

Currently it's reversed" implies that a recent change was made that is causing problems. It has been running as-is since about 1988. A lagging left turn is unusual but has its place in the overall scheme of things. Home Avenue is at the northern end of a string of three signals coming into Burlington. Vehicles arriving late in the progression will find it easier to turn left, first as southbound traffic thins out and gaps appear, allowing turns on the green ball, and secondly, as the lagging arrow appears to allow remaining left turn traffic to complete their maneuver. It is very efficient operation. And yes, as Jennifer points out, the arrow is skipped if no one is waiting in the left lane behind the stop bar.
