The city of Oaklamd needs to empty their trash cans on a regular basis. This is not a white elephant issue. Regularly scheduled trash pickup will reduce and/or eliminate the rat problem.
Since waste management has taken over this job things have gotten much worse. In my neighborhood its to the point they come only when called and that to late. Our Keep Dimond Clean crews are always picking the overflow and removing trash from the cans so they can still be used.

Actually no... what we need to do is get the kids who hang out on Derby and Lancaster to place things 'in' the trash cans. Even then the rats will climb in the trash cans to get at food there... once a rat bounced off my dogs head as he was sniffing around a can. Surprised the heck out of him (and me)!
Now if we could just get Waste Management to empty the cans regularly...
WM comes on Mondays, They have problems with the F & S truck traffic so can't get to the trash bin.. We should see if the pick up can be changed to Sat.
