Since the town cleared away the hurricane debris months ago, all of the litter that was buried is now exposed. The home owner must be dumping or never cleans it up. It is their responsibility. Fine them.

The litter remains. The owner is a slob. The pile is an eyesore that will soon be covered with weeds, obscuring most of the bigger items of trash. Come fall, we'll see it all again. THIS HAS BEEN GOING ON FOR YEARS!
