Please don't put stuff in the bike lane. It isn't as easy as you think to just go around stuff, especially with the poor road conditions, which often are worse in the bike lanes. Dodging objects in the bike lanes can mean a biker has to swerve into the car lanes, which should be obvious how that can lead to bad times.
Don't put stuff in bike lanes. This includes your garbage bins as well.

The Manual of Uniform Traffic Control Devices describes an In-Street Crosswalk Sign, R1-6a, which may increase pedestrian safety. I recommend you ask a city transportation engineer to consider one at this location. Also note that many R1-6a signs posted in the city are not in compliance with the MUTCD. The sign is limited to in-street placement at an unsignalized crosswalk and with a maximum 4' posting height.

I'm all for pedestrian safety, but why does it have to be at the expense of bike riders' safety? Put the cones in the grass if you think they help.
The issue isn't that cars aren't stopping for the very few pedestrians using that crosswalk, it's that somebody doesn't like that cars go too fast down the hill. Giant arrows with blinking Christmas lights were screwed into the speed limit sign a few months ago, which ironically made the speed limit hard to see at night due to the glare. Now it's this.
I'm sure there are better ways to make cars obey the speed limit that don't involve dangerous modifications to the road and surrounding signs.
