Why can't City just put a gate in that cyclone fence and let the homeless have that huge lot? And put in portapotties and water, and garbage service while they are at it. Let the campers figure out how to govern themselves. They appear orderly and organized, from what I've seen. For christ's sake, everyone needs a place to sleep and they aren't bothering anyone. If people wanted a scenic view they would not live by 3 freeways anyway: they would (should) move to suburbia.
That's what Seattle is trying out. Some have their little houses, some with tents, potties, the city pays their trash and they govern themselves, and they clean the surrounding neighborhood. Only they are not allowed to do drugs and no sex offenders.
Then Oakland should contact Seattle, get the details, and copy what is being done there. I would think that even drug addicts would willingly give up doing drugs in a particular location in order to gain a secure place to live. We all need security.
