Sharraxaadda

This telephone kiosk seems like it is decommissioned. There is no phone in it. It is beginning to get funky looking. There is also a sign above it which I didn't get in the picture.
Can it be removed?
Side note - see graffiti to the left of the kiosk on the brick wall of the building
