Thanks for your email and concern. Although Blue Ridge Road falls in the City limits, it is on the State Highway System. The City maintains the traffic control devices which include signs, markings, signals and the signal system under a municipal agreement. As part of the municipal agreement, we conduct signal studies if requested. For locations like this which fall on the State Highway System, the City can only make recommendations to NCDOT as it is not our road. That said, most all of our recommendations are followed since we use the same criteria as NCDOT. The Federal Highway Administration has a publication called the Manual on Uniform Traffic Control Devices (MUTCD). This publication is adopted by every state and local jurisdiction (Including our City Council). It ensures a stop sign is delineated the same in California as it is here. This publication also provides guidance and warrants for consideration of a traffic signal. These warrant deal with traffic volume, side street delay, reported crashes correctable by signalization, pedestrian traffic, etc. We have studied this location several times without it meeting warrants for signalization. That said, we have noticed in our studies that average daily traffic has continually increased along with side street delays. With the continued growth in the area, this will probably result in a signalization. The most recent transportation bond, Blue Ridge Road was included for improvements. Blue Ridge Road is slated to be widened with bike lanes and sidewalks from Duraleigh to Crabtree Valley Avenue. Signalization could occur at that juncture base on the current trajectory of traffic volume. In the meantime, we will continue to watch this location to see if conditions change.
