I'd be willing to bet that someone is living in there.

There are 3 shady looking men living in it who don't look clean or sober. They are using the park and the creek on 11th Avenue South as a bath and toilet, and sit around all day long drinking beers. Please have this RV removed - this is a residential neighborhood and not a trailer park or a meth lab. The park is not a toilet and it's not legal to set up camp here on a street indefinitely.

When a vehicle has not been moved for over two weeks, isn't that a violation? Why is this vehicle being allowed to sit there? It is not legally parked because the vehicle doesn't work so it's being used as a camper for three men to live in. They've been seen urinating into Booker Creek and the Police are telling us this is a legally parked vehicle so they can't do anything. Is this correct? Please comment so the neighborhood can know what they need to do next. Thank you.

The vehicle is supported at the front by wood boards and what look like slabs of concrete and debris. So it's not "parked" but actually "broken down with no intention of moving, ever." It needs to be towed out of here.
